Welcome to the Registry of Motor Vehicles (RMV) Business Partner Communications Website. The Massachusetts RMV is fully engaged in a transformation effort to replace the registry’s 30+ year old mainframe application (ALARS) with a new web-based application (ATLAS). ATLAS provides business partners with new, modern, and more convenient ways to access and share data with the RMV, allowing for efficient, quick, and reliable ways to conduct business.

The purpose of this site is to provide a centralized repository to share information and provide support as we convert existing data and access from the legacy ALARS mainframe to the new ATLAS system. The information on this website is focused on Release 2 of the ATLAS project (Vehicle Services) and will provide design documentation, testing information, and other critical information and schedules for business partner groups with whom we share or exchange data.

Training for ATLAS Release 2 Vehicle Services

To ensure that we have a seamless transition to R2, we will provide system training to RMV Business Partners with R2 ATLAS. The way the training is delivered will vary by program and business partner type.

DocuSign Process

To ensure that you have seamless access to important RMV data and systems, we require you to review, electronically sign, and return an Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles, as well as other necessary documents. These documents will be emailed through DocuSign, a third party secure service. For more information on the RMV’s DocuSign process, click here.

Why Replace ALARS?

The RMV is transforming its business processes and replacing its technology to deliver exceptional customer service for businesses and residents across the Commonwealth. ATLAS is the project to replace the RMV’s Automated License and Registration System-24/7 transaction-based system called ALARS.

  • Implemented in 1986 and maintains ability to process seven million transactions daily; 30-year-old mainframe-based system dated in technical and user interface terms
  • Core legacy product is expensive to maintain, confusing to users, lacking flexibility to update as business requirements change
  • Responsible for collecting over one billion in revenue annually for the Commonwealth
  • Relied upon by law enforcement, other state agencies, and the insurance industry to perform essential functions

FAST Enterprises, LLC is the vendor selected through a competitive bid process to implement their Commercial Off-the-Shelf motor vehicle product to replace ALARS. FAST and the Massachusetts RMV have partnered for the implementation of this web-based application. ATLAS provides customers with an easier, quicker, and more convenient customer experience.


Due to the size and scope of this transformation effort, the ATLAS project is being implemented in two major releases. Release 1 consisted of Driver/ID Services (licensing and related data/systems) and went live on March 26, 2018. Release 2 consists of Vehicle Services (registrations and related systems) and is scheduled to go live November 2019.


The RMV has migrated to the MOVEit Secure File Transfer Process platform for all batch files. This has been completed as of July 2019. MOVEit provides secure, modern technology in an easy-to-use platform. Interchange, the current batch file transfer process you are using to send and/or receive files from the RMV, will no longer be used.
