RMV’s DocuSign Process

As part of the Massachusetts Registry of Motor Vehicles (RMV) technology upgrade to ATLAS, we require that you review and sign an Agreement for Access to Records & Data Maintained by the RMV and other pertinent documents.

We are using DocuSign’s electronic signature process to streamline distribution and completion of the required documents. This will be the method by which you must complete and return the documents.

To initiate this process, you will receive an email from the Registry of Motor Vehicles via DocuSign. The subject of the email will be “RMV Required Documents.”

Please follow the instructions on the email to review, complete, and eSign all the RMV required documents. We’ve also put together the chart below to serve as a “cheat sheet” that can assist you if you have any questions about the DocuSign process.

DocuSign Scenario Business Role/Scenario Actions and Messages
Receive DocuSign email You are the signatory
  • Click “Review Documents” (DocuSign email) 
  •  Review, complete, and eSign documents 
    • When completing the Access Agreement: 
      • Only select the "type of access” you currently have to the RMV (cover page) 
      • Only select the “Permitted Use” that applies to you (page two) 
      • If either/both of these fields are pre-populated with selection, you don’t need to check any other boxes 
  • Click “Finish” 
  • Receive confirmation email with signed documents
Receive DocuSign email You are NOT the signatory
  • Click “Review Documents” (DocuSign email) 
  • Click “Other Actions” (tab on top right of screen) 
  • Select “Assign to Someone Else” 
  • Enter the correct signatory’s name and email address 
  • Click “Finish” 
  • Receive email confirming name of signatory 
  • Receive confirmation email with signed documents once signatory eSigns and submits
Receive an “Assign to Someone Else” DocuSign email You are the signatory
  • Click “Review Documents” (DocuSign email) 
  • Review, complete, and eSign documents 
  • Click “Finish” 
  •  Receive confirmation email with signed documents
Receive an “Assign to Someone Else” DocuSign email You NOT are the signatory
  • Click “Review Documents” (DocuSign email) 
  • Click “Other Actions” (tab on top right of screen) 
  • Select “Assign to Someone Else” 
  • Enter the correct signatory’s name and email address 
  • Click “Finish” 
  • Receive email confirming name of signatory 
  • Receive confirmation email with signed documents once signatory eSigns and submits
Receive DocuSign email You are no longer a RMV Business Partner that requires access to RMV data
  • Click “Review Documents” (DocuSign email) 
  • Click “Other Actions” (tab on top right of screen) 
  • Select “Decline to Sign” 
  • Click “Continue” 
  • Enter the reason for declining 
  • Click “Decline to Sign” 
  • Get pop up message saying “You have declined to sign” and “The sender has been notified that you declined to sign” 
  • Receive declined to sign confirm email
DocuSign email/Link Expired
  • DocuSign email was not opened within 48 hours (link expired)
  • Documents were not completed and eSigned within 48 hours
  • Click “Review Documents” (DocuSign email) 
  • Get pop us message saying “link from your email has expired” 
  • Click “Send New Link” 
  •  A new DocuSign email will automatically be resent 
  • Refer to “Receive DocuSign email” scenario above
Incorrectly Completed and Submitted Documents
  • Submitted documents were eSigned by a non-authorized signer
  • Incorrect information was submitted
