RMV Required Documents

The Registry of Motor Vehicles (RMV) will not provide you with RMV Data and/or ATLAS Business Portal access until we receive your signed Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (Access Agreement) and the other required documentation listed below:

  • Municipality Access Agreement
    Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles – Government Version Agreement must be completed by Municipality and signed by the signatory authority for your agency.
  • Vendor Access Agreement
    Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles Agreement must be completed and signed by the signatory authority for your business.
  • RMV Business Partner Contact Form
    This form is used to collect the Owner, Program, Legal, Financial, Technical, and Security contacts information.

Your signed Access Agreement and required documentation must be submitted to atlas.municipalities@dot.state.ma.us.

Business Portal Access

An Access Agreement must be submitted before you can have access to the Business Portal. To verify if there is an Access Agreement on file with the RMV for your municipality/business contact atlas.municipalities@dot.state.ma.us.

  • RMV Business Partner User Request form
    This form is used to identify each End User that will need access to the Business Portal. Each user that is requesting access to the Business Portal will need to complete this form.

SFTP Batch Processing

If you are exchanging Non-Renew SFTP files with the RMV, refer to the MOVEit section for the MOVEit Access Form and the MOVEit End User Form.
