System Conversion Timeframe and Operational Freeze

ATLAS R2 important dates in 2019

July 1: Effective on this date, no significant business partner operational changes or new interface processing modifications can be made for several months.

November 8 at 6 p.m. until November 12 at 7 a.m.: No customers will have access to the RMV system during this time because the conversion to ATLAS will take place.

November 12: Launch of the ATLAS system for registration/vehicle services. Also on this date all RMV transactions resume after the Veterans’ Day weekend shutdown.

What the Registry is doing

As the Registry continues to prepare for conversion of all registration/vehicle services from our existing Automated Licensing and Registration System (ALARS) to our new web-based application called ATLAS, it’s important that you understand timing that could impact your business.

July 1, 2019: Operational Freeze

As part of our transformation effort and the work required for a successful conversion, we are implementing an operational freeze beginning July 1, 2019 and lasting until our new system is fully stabilized. During this freeze, we cannot make any significant business partner operational changes or new interface processing modifications.

This freeze allows us to fully engage in formal testing with all of our business and interface partners with whom we exchange and/or share data, and focus on a successful system transition. With a project of this magnitude, we need to allow for at least a 90-day stabilization period after our November 12 launch before we fully lift our operational freeze.

Conversion Weekend – No RMV Access

The system conversion to ATLAS will take place during Veteran's Day weekend, and there will be no RMV system access from November 8, 2019 at 6:00 p.m. through November 12, 2019 at 7:00 a.m. At that time, ALARS will no longer be available, and the RMV will be fully transitioned to ATLAS.

Below are details and timing regarding the operational freeze for EVR businesses:

  • Adding a new Service Provider, including a Service Provider acting on its own behalf, will be prohibited from July 1, 2019 until April 6, 2020.
  • Adding a new Permit Holder will be prohibited from July 1, 2019 until February 2, 2020.
    • Note: Potential new Permit Holders that have contracted with a Service Provider and are in the process of obtaining an RMV Permit can obtain a Permit as long as the RMV has received necessary completed paperwork, scheduled training, and issued security access codes to a potential new Permit Holder by July 1, 2019.
  • The RMV cannot support EVR processing transactions from an existing Permit Holder that either changes locations, is purchased by another existing Permit Holder, or transfers from one Service Provider to another existing Service Provider from September 1, 2019 until February 3, 2020.
