The Registry of Motor Vehicles’ (RMV) ATLAS System requires that all RMV Business Partners sign an Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (“Access Agreement”). To ensure that you have seamless access to important RMV data and systems, you must review, electronically sign, and return the Access Agreement. The Access Agreement, along with additional required documentation for this program, outlined below will be sent separately through a third-party secure service. The RMV will not provide you with ATLAS system access until we receive your signed Access Agreement and other required documentation listed below.

Note: The forms noted with an asterisk (*) are Adobe Web Forms and will be sent to the RMV via Adobe Sign automatically. No additional action is required once the document is completed and Click to Sign is pressed. If there is no asterisk, the document should be emailed to: rmvbusinesspartners@dot.state.ma.us

EVR Functional Overview

This document provides a summarized list of EVR functions and their processing. A separate tab includes the finalized list of transactions that can be implemented as of (or after) April 6, 20120.

Registration and Title Application (RTA Form)

With the launch of ATLAS Release 2 (November 12, 2019), the Massachusetts RMV combined the RMV-1 and RMV-3 Forms into a new Registration and Title Application (RTA Form).

Below is a link to the Registration and Title Application (RTA).

As of December 16, 2019, the RMV stopped accepting the RMV-1 form for transactions completed at RMV Service Centers. However, the RMV continued to allow dealers to use the RMV-1 form, at EVR locations, for transactions processed through the EVR program.
