ELT Program

The Electronic Lien and Title Program (ELT) is a paperless method by which the Registry of Motor Vehicles (RMV) and a lienholder (lending institution) can exchange vehicle and title information through a service provider.

Instead of printing a paper title and mailing it to the lienholder, the RMV transmits the title record electronically. The lienholder subsequently stores the electronic record. Once the lien has been satisfied, the lienholder sends the RMV an electronic message to release the title. The RMV then prints and mails the title to the vehicle owner, or a third party if one has been designated by the lienholder. The lienholder may also request a paper title listing themselves as lienholder at any time.

With the implementation of the new ATLAS system, the RMV is changing from the American Association of Motor Vehicle Administrators (AAMVA) messaging application and process and will use MOVEit, a secure a SFTP file transfer service. This allows for expanded ELT functionality, including new messages with the ability to send updates to existing ELT records, including hold information.

RMV data contains Driver’s Privacy Protection Act protected information, so your employees, contractors, and/or agents must have a background check before they can access RMV data. Who should use this program information?

This information is intended for any service provider or lienholder that is currently participating in the MA RMV ELT Program.

RMV data is only available to permitted users. Refer to Section 1 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles, which can be found in the Document Section on this page.

What is Changing?

Direct RMV Access
Web services will be used for title inquires.

File Layout/Additional Data Fields
A number of data fields will be changing (e.g. person and company name format, new garaging address).

New Information Available via ATLAS

  • Moped Registrations
  • Motor Vehicle Dealers, Owner/Contractor, Repair, Farm, Transporter Registrations (Section 5 plates)
  • Garaging Address

Delivery Method
The RMV’s Secure File Transfer Process (SFTP) is changing to MOVEit, which provides more secure, modern technology. The delivery of all bulk data files plan will be transitioned to MOVEit by April 1, 2019.

Next Steps for Service Provider

  1. Electronically complete & submit Access Agreement, Electronic Lien and Title (ELT) Program Service Provider Agreement, and a RMV Business Partner Contact form. These will be sent separately through DocuSign, a third-party secure service.
    1. Web Services
      1. The RMV will configure your information to our application and let you know when the connection will be enabled.
      2. Credentials will be provided for testing connectivity.
      3. After successful testing, credentials will be provided when ATLAS R2 goes live.
    2. SFTP
      1. Download the ATLAS MOVEit File Transfer Guide.
      2. Email ATLAS.MOVEitproject@dot.state.ma.us with the contact information for your organization’s person(s) that we should work with to transition your organization to MOVEit.
      3. Mass DOT IT will set up a MOVEit account (prior to the implementation of R2).
      4. We email you with information about testing and when it will begin.
      5. After successful testing, production access will be granted and you’ll receive appropriate credentials to send and/or receive files via MOVEit.

Next Steps for ELT Participants

  • Electronically complete & submit Access Agreement, Electronic Lien and Title (ELT) Lienholder Participation Agreement, and a RMV Business Partner Contact form. These will be sent separately through a DocuSign, a third-party secure service.
  • Work with your ELT service provider to set up your RMV Access.
