RMV Required Documents

The Registry of Motor Vehicles (RMV) will not provide you with RMV Data and/or ATLAS eService Portal access until we receive your signed Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles (Access Agreement) and the other required documentation.

Here is the complete list of documents that is required to obtain RMV Bulk Data files: 

  • Access Agreement
    Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles Agreement must be completed and signed by the signatory authority for your business.
  • Government Access Agreement
    Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles – Government Version Agreement must be completed and signed by the signatory authority for your agency.
  • RMV Business Partner Contact Form
    This form is used to collect the Owner, Program, Legal, Financial, Technical, and Security contacts information.
  • eService End User Request Form
    This form is used to request End User credentials to the eServices Portal to view and/or pay an invoice.
  • MOVEitTM Access Request Form
    This form is used to select the transmission method for your file delivery.
  • MOVEitTM End User Request Form (if applicable)
    This form is used to create End User credentials for the End User(s) that will need access to MOVEitTM solution for file pick up.

Submit your signed Access Agreement and the required documents listed above to atlas.bulkdata@dot.state.ma.us.
