Bulk Data Program

The Registry of Motor Vehicles (RMV) offers the ability to purchase four forms of bulk data files: (1) the entire Driver License file, (2) the entire Vehicle Registration file, (3) the Accident File and (4) the entire Title and Lien File. These files are available on a one time, monthly, quarterly, or yearly basis.

  • The Driver License Files includes data pertaining to the licensee, license class and issue & expiration date.
  • The Vehicle Registration Files includes data pertaining to the registration, vehicle, title, and owner.
  • The Accident Files includes data pertaining to the accident location, vehicles involved, and severity of injuries.
  • The Lienholder file includes lienholder name, address, lien code, and lien count.

Bulk Data files contain Driver’s Privacy Protection Act protected information, so your employees, contractors, and/or agents must have a background check before they can access this data. Please refer to Section 11 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles, which can be found in the Document Section on this page.

There is a $7,500 fee for each file requested. A monthly invoice will be available to view and pay via the eServices Portal.

Who should use this program information?

This information is intended for any organization that currently receives bulk data files from the RMV. This includes portal users, IT staff, Security Administrators, and others that need to have the most up-to-date information regarding data, delivery, and file layouts.

Bulk Data is only available to RMV permitted users. Refer to Section 1 of the Agreement for Access to Records and Data Maintained by the Registry of Motor Vehicles, which can be found in the Document Section on this page.

What is Changing?

In the new ATLAS environment you will log into the eServices portal to view and pay your invoice with a credit card or eCheck.

File Layout/Additional Data Fields
A number of data fields will be changing (e.g. person and company name format, new garaging address).

Delivery Method
The RMV’s Secure File Transfer Process (SFTP) is changing to MOVEit, which provides more secure, modern technology. The delivery of all bulk data files plan will be transitioned to MOVEit by April 1, 2019.

Next Steps

  1. Electronically complete & submit Access Agreement, RMV Business User Request form, and a RMV Business Partner Contact form. These will be sent separately through a third-party secure service.
  2. Depending on the method of access follow the appropriate option(s):
    1. Portal
      1. Complete a RMV Business User Request form.
      2. Complete required Computer Based Training (CBTs) on navigating the portal, viewing, and paying invoices.
      3. Portal credentials will be sent to each requested End User via secured email when ATLAS R2 goes live. This website will keep you informed on timing.
      4. You will log into the eServices Portal using the secured link provided by the RMV
    2. SFTP
      1. Download the ATLAS MOVEit File Transfer Guide.
      2. Email ATLAS.MOVEitproject@dot.state.ma.us with the contact information for your organization’s person(s) that we should work with to transition your organization to MOVEit.
      3. Mass DOT IT will set up a MOVEit account (prior to the implementation of R2).
      4. We email you with information about testing and when it will begin.
      5. After successful testing, production access will be granted and you’ll receive appropriate credentials to send and/or receive files via MOVEit.
